Catalina Botero Marino is a lawyer at the Universidad de los Andes, Director of the UNESCO Chair on Freedom of Expression at the Universidad de Los Andes, co-chair of the Facebook and Instagram Oversight Board, member of the expert team of the Columbia Global Freedom of Expression project at Columbia University. She is a member of the external transparency panel of the Inter-American Development Bank, commissioner of the International Commission of Jurists and a member of the Advisory Board of the International Bar Association Human Rights Institute (IBAHRI). She is an associate professor at the American University Academy on Human Rights and a visiting scholar at the Max Planck Institute for Comparative Public Law and International Law. She was Special Rapporteur for Freedom of Expression of the Inter-American Commission on Human Rights (IACHR)/OAS, Dean of the Faculty of Law of the Universidad de los Andes and Examining Magistrate and Associate Judge of the Constitutional Court and the Council of State in Colombia.

    The conference is divided into four parts. Firstly, a generic introduction on the major advances in freedom of expression during the so-called Latin American democratic spring (end of the last century and beginning of this century) and the great challenges for freedom of expression in the region today. The second chapter is devoted to an in-depth analysis of some of the classic challenges, referring fundamentally to the different forms of violence against journalists in order to silence them. In this second part, I will refer to both physical violence and other forms of violence, such as judicial harassment, arbitrary imprisonment or disproportionate civil trials. The third part of the conference covers the new challenges to freedom of expression applied to Latin America, in particular the challenges of freedom of expression in the digital sphere. In this third part I will refer to the regulations that have arbitrarily limited the exercise of freedom of expression in the digital sphere and also to the good practices, especially judicial ones, in this area. The fourth and final part contains the conclusions and some proposals to address the challenges mentioned during the presentation.
